The Union Cabinet, chaired by Prime Minister Narendra Modi, on October 6, 2026 approved the government's commitment of ₹10,000 crore to set up an SME Growth Fund. The fund was announced in the Union Budget 2026-27 as part of the government's strategy to create "champion" small and medium enterprises.

The problem it tries to solve

India has many funds that invest in very young start-ups and many schemes for micro enterprises. What is scarce is equity for growth: money for a small or medium manufacturer that already has customers and revenue, and needs capital to buy machines, expand capacity or enter export markets, without taking on more debt.

Officials said most existing equity funds focus on early-stage firms and mainly cover micro enterprises, leaving a structural gap for small and medium firms that want to grow. Bank loans need collateral and repayment from day one; equity does not, but it has been hard for SMEs outside the start-up world to raise.

How the fund will work

  • Equity, not loans: the fund will invest directly in the shares of selected SMEs, taking a stake in exchange for capital.
  • Manufacturing first: most of the money is to go to small and medium manufacturing enterprises.
  • Beyond the metros: it will also look at SMEs in industrial clusters in Tier II and Tier III cities.
  • Structure: according to reports, it will operate as an Alternative Investment Fund (AIF) under the rules of the market regulator, SEBI.

The details of who manages the fund, how much private money it will raise alongside the government's commitment, and how firms can apply are yet to be published.

Who stands to benefit

Typical candidates are established manufacturers in sectors such as engineering, auto components, textiles, food processing or electronics, with a track record and a plan to scale. For these firms, an equity partner can be the difference between staying small and becoming a supplier to large companies or export markets.

What to watch

The success of the fund will depend on its management: picking good businesses, investing at fair valuations, and finding ways to exit through sales or listings on SME stock exchanges. Watch for the fund manager's appointment and the first investments.

The fund adds to recent measures for exporters, including the extension of the RoDTEP and RoSCTL schemes.
